Raffle legalities....

I live in OK, we don't have a lottery - yet. My research on the net is proving non conclusive for my question. First scenario: put a special sculpture piece on display, sell raffle tickets for a chance to win it (maybe $1 a pop) and then draw a winning ticket at the end of the day (must be present to win), and let the person take it home, no other cost involved.

Second scenario: give away a ticket for every $15 spent in my booth, and then draw a winning ticket for the sculpture from that pool.

Other than the dragons I offer in my booth, which to me are draw enough!, I am trying to find a way to drum up business and create interest, to make people want to come to my booth specifically. Which scenario do you think would make more money in the long run? Will I end up on the Big House if I try to do this?

Also, do you think this is something that would be in bad taste? Would other vendors look down their noses at me? I like to get along with everyone and be a good neighbor on the renfaire circuit. You can get a bad name really fast if you act like a jerk.

It just sort of came to me as an idea the other day, when I passed one of those "free" car washes the band members put on, but you leave a donation. Anyway, sorry for the novel. Your two cents are certainly welcome!
